ACES 3.0 Support

With the release of AceMapper 4.0, we added support for ACES 3.0 output. You are still limited to one Brand per output file, but the Brand ID is included in the Header and the PowerOutput tag is now output if included on an application.

If RestraintType, TransferCase and TransferCaseBase attributes are included in an application, they are now output as Notes since they were removed from the VCdb in September of 2010.

Note that AceMapper does not currently support application images (digital assets).
